On the 21st of December, a decision was rendered by Missouri's State Board of Mediation in favor of the IAFF 1889 (Local 1889).
In April of 2010, the Mehlville Fire Protection Board of Directors filed a clarification petition seeking to exclude captains from Local 1889's bargaining unit.
It's interesting to note that former State Representative James Avery is chairman of the MO Board of Mediation.
This is obviously good news for the captains in the district. The district's BOD and new chief continue to attack the men and women of the district and they need all the protection they can get.

l Just looked at a new blog site that made a comment that the local 1889 is corrupt. It is not more corrupt then the Mehlville fire board, chief or Jim Stonebraker. The board is raising taxes this year, spending the reserves like water and giving the insurance and pension plans to Hilmer's friends. Stonebraker is not only shady but a lier and trouble maker that is a true jerk. Chief White and his Assistant has no formal education or management training in the area of the fire service. SO WHO REALLY IS THE CORRUPT ONES? You decide on that and no it is not the union.

They don't care whether they employ experienced people, they don't care about morale, they don't care about anything but cutting the tax rate regardless of the miserable consequences. The other fire departments and districts are acutely aware of his lack of qualifications and judgment. They are laughing at him. I was looking at the Mehlville Reformer and they refered to the Call as a non political news paper. These individuals that think that are smoking the funny weed. The support that goofy Mehlville Fire board Aaron Hilmer then published the hotline in there trash paper. So that is not political? They also endorsing political candidates at election time. I think she's one of those people who enjoys being a big fish in a little pond. She likes feeling important and enjoys the attention, even the negative attention. People such as this frequently end up on the school board, too.

Once again, they did not promote White because they believed him competent. They promoted him because he is lap-dog obedient.
White was one of those nepotism hires Hilmer allegedly despises. He languished (deservedly) for 25 years as a private because he lacked ambition and ability. He was quite content to spend his time playing video games and holding prayer meetings while others were advancing.
When Hilmer was elected and the war with the union commenced, White very publicly defected from the union his father helped found.
Hilmer rewarded him by promoting him to captain, a job he was woefully unqualified to hold. Hilmer then waited an entire FOUR MONTHS before vaulting White over the heads of a couple dozen far more experienced and respected officers into the chief's car.
The rank and file, who know what a doofus he is, have absolutely no respect for him, nor does he deserve any. His comical Barney Fife preoccupation with wrinkles; his rampant paranoia; his dedication to marginalizing, firing or driving out everyone who can show him up has put morale in the toilet and left the department in the hands of inexperienced officers who are leading a bunch of twenty-two year old tyros.
Worse, White has NO experience in scene management and employees fear he will get someone killed. His histrionics in crisis have been amply witnessed by both department personnel and outsiders. He is NOT QUALIFIED FOR COMMAND. Other departments take active steps to protect their people on mutual aid calls because they do not trust Mehlville leadership.
That this fire district has fallen so far so fast is sad. It is also dangerous. But, hey! Hilmer is spending down the reserve fund as fast as he can and plans to drop the tax rate even further, so if a few people die here and there, what the hell! Look at it as the price you DON'T have to pay for what you're NOT getting!

Also his father sold the property to the fire district for station #4 and make quite a lump of some of money off of the District. I had one of the Mehlville Fire District paramedics tell me that they think Hilmer is trying to get rid of the ambulances and that is why he wants to get rid of the ambulance fund. It is a fact that Chief White doesn't like and never has liked the paramedics and ambulances in the fire house. I would hope the tax payers of Mehlville will not let this happen.

Old time firefighters, mostly long-retired now, initially hated Emergency Medical Services being incorporated into fire service back in the 1970s when it all started.
Before that, there were no paramedics. When someone was injured or sick, an ambulance from an ambulance company was called and the attendants (nice white jackets, no medical training) did a "scoop and run".
Sometimes the victim got to the hospital in time to be saved; sometimes not. Sometimes, they got there alive, but the time lag between onset and treatment left the victim impaired for life.
Some bright emergency room trauma doctors identified the "golden hour" after onset and determined the odds for meaningful survival increased if the patient could get there quicker and receive treatment enroute to the hospital.
Paramedicine was born, requiring college level education which previously was often not found in the typical blue collar fire department world.
The old timers didn't like these fancy college boys invading their "real" fire service. Most suburban fire departments now accept that the bulk of their calls are now medical related and have adjusted their services accordingly.
Mehlville, back in Chief Zelch's days, was one of the first regional departments to officially embrace EMS. The old guys actively harassed the new medics, but eventually these old dinosaurs retired.
Hilmer not only wants to ditch the medics and contract out the ambulance service, he wants to fold the department entirely and incorporate all county services. Sounds thrifty, doesn't it? But you can fine tune services when you have control at the local level.
A county wide department would increase services to poorer communities, but would reduce the quality of service to places like Creve Coeur. The final result would be county wide mediocrity. Five years ago Mehlville, like Creve Coeur, had nothing to gain and everything to lose in consolidation. We had a top notch, well-equipped, well-staffed department. Consolidation would have seen some of our firehouses closed and equipment we bought redistributed to other parts of the county. That was the argument five years ago. However, under the destructive influence of Aaron Hilmer and his political buddies, Mehlville has been compromised to the point where who really gives a damn anymore? Certainly not Hilmer.

Several people have made reference to Mr. James Stonebraker's use of illegal substances. I feel it's important to note that while Mr. Stonebraker has been arrested for drug usage and may have been investigated for sale and distribution of drugs, there is no public record of a "conviction."

Who ever gets on the fire board I do believe it might be to late to fix what the present board broke with relationships with other fire agencies and moral with the present and past employees. A low tax might be good in some citizens eyes however I believe the service given with quailfied employees is even more importantant. When you have top people in leadership rolls that are totally unquailfied that is unexceptable and will hurt the service given to the community. Tim White was not quailifed to be a fire captain non less fire chief. This is a disgrace not only to the citizens of the Mehlville Fire District but to the fire service community everywhere.
